The town will take your filing. It will not chase you for it.
Four of them, run out of two buildings on West Main Street — and for one of them the order matters more than the date.
March 1st — and nobody discounts it for you.
Westborough holds one rate for everybody. The Select Board voted it again for FY2026: $15.93 per thousand on a warehouse, the same $15.93 on a three-bedroom, down from $16.29. So the rate is not what moves your bill — the Form of List is, the return of business property due March 1st, and the assessors are plainly reading them. Personal property is 7.87% of the town's levy and it was 48.1% of all the new growth Westborough booked this year.

Your business certificate starts at the wrong building.
The Town Clerk takes the filing at 34 West Main Street and charges $25 for four years. The Clerk will not take it, though, until the Building Department at 45 West Main Street has approved a Zoning Interpretation Request for the address you are trading from. Two departments, two buildings, in that order — and if you are not doing it at the counter, the form has to be notarised before it is posted.

The state sanitary code is the floor here, not the rule.
Food businesses in Westborough run under 105 CMR 590 like everywhere else in the Commonwealth — and then under the Board of Health's own amendments to it, which the town publishes separately. Reading only the state code tells you what the minimum is in Boston; it does not tell you what the inspector at 34 West Main Street is holding you to. The town has also taken the local meals excise since July 2010, so a bill here is 7% and not 6.25% — sixteen years is long enough that nobody remembers the vote, and the three quarters of a percent only ever surfaces in a return somebody has to file every month.

And the $60,000 almost nobody claims.
Westborough's Economic Development Committee puts up to $5,000 behind a business improving its premises — signage, fit-out, equipment, code work — capped at $60,000 for the whole town in a fiscal year. You have to fund half of it yourself and evidence that half, and the deadlines are fixed: 15 July, 15 October, 15 January, 15 April. Working capital, stock and wages are all ineligible, so what you show them has to be documented capital spend, four times a year, whether or not your books are current.

Three the town has nothing to do with
The four above are Westborough's own. These three are the Commonwealth's — identical in every town on the list, and two of them land on you personally rather than on the company.
Shift work does not get a softer version of the Wage Act.
Someone who worked two weeks and left is owed everything they earned on the day they go — not on the next run, not when the timesheet clears. In 2022 the Supreme Judicial Court held there is no good-faith defence: three times the wages, plus interest and the employee’s legal fees, even where the money was paid before anyone sued. Accrued vacation counts as wages, and a high-turnover payroll is the one most likely to owe it.

Massachusetts starts from the assumption that your contractor is an employee, and prong B of the three-part test is what decides it: the work has to sit outside the usual course of your business. A company that moves goods and pays the people who move them on a 1099 does not clear it. Neither does a firm billing for lab or IT work staffed by 1099s doing that same work. What counts is how the day actually runs, not what the agreement says.

It falls on the anniversary of the day the company was formed — not a quarter end, not a date anyone diarises. $500 by post, $520 online, and no late fee, so there is no penalty notice to warn you and no bill to chase. Two consecutive years missed and the Commonwealth can dissolve the company administratively, which is discovered at the worst possible moment: signing a lease, closing a sale, or filing anything that asks whether you are in good standing. Reinstatement is $100 plus every report you skipped.
